Emergency Financial Aid Grants to Students

Neosho Beauty College (OPE ID: 02608000) received education stabilization funds under Section 18004(a)(1) of the Coronavirus Aid, Relief, and Economic Security Act (“CARES Act”), Public Law No: 116-136. This Fund Report applies to the student portion received under the Higher Education Emergency Relief Fund that is designated exclusively for emergency financial aid grants to students.

The institution has received these funds and has distributed them in accordance with the CARES Act and implementing guidance.

The institution is making the below information available for transparency purposes and in compliance with the U.S. Department of Education’s (“Department”) Electronic Announcement of May 6, 2020.  For questions or concerns regarding this Fund Report, please contact:

  1. The institution signed and returned to the Department the Certification and Agreement [for] Emergency Financial Aid Grants to Students. The institution has used no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide emergency financial aid grants to students.
  2. The total amount of funds that the institution  has received from the Department pursuant to the institution’s Certification and Agreement [for] Emergency Financial Aid Grants to Students is $19,744.
  3. The total amount of emergency financial aid grants distributed to students under Section 18004(a)(1) of the CARES Act as of the date of this Fund Report is $19,744.
  4. The estimated total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965, and thus eligible to receive emergency financial aid grants under Section 18004(a)(1) of the CARES Act, as of the date of this Fund Report is 17.
  5. The total number of students who have received an emergency financial aid grant under Section 18004(a)(1) of the CARES Act as of the date of this Fund Report is 17.
  6. The methods used by the institution to determine which students receive emergency financial aid grants and how much they would receive under Section 18004(a)(1) of the CARES Act are provided (see Attachment A).
  7. Any instructions, directions, or guidance provided by the institution to students concerning the emergency financial aid grants are provided (see Attachment B and C)

In addition to the student portion, Neosho Beauty College also applied for the Institutional portion of the HEERF grant it was eligible for and has received it. The school is required to use the institutional portion only on documented expenses it incurred due to changes to the delivery of instruction due to the coronavirus, or may disburse it to students. Neosho Beauty College has elected to use the institutional portion of the grant to disburse additional assistance to the students eligible to receive the student portion of the grant.

The amount of the Institutional portion the Neosho Beauty College received is $19743.

A total of $39487 (student and institutional portion) which is pursuant to the institution’s Certification and Agreement for Emergency Financial Aid Grants  has been received.

$39487 (100%) of the Emergency Financial Aid Grants  has been distributed to the 17 eligible students under Section 18004(a) (1) of the CARES Act as of the required 30 day reporting period and every 45 day reporting period thereafter.

Emergency Financial Aid Grants to Students and Institutions

As a result of the recent COVID-19 pandemic, the US government has made emergency funds available to students and institutions in the form of grants.  Neosho Beauty College will administer those funds to students that have filled out the COVID-19 Student Certification form and are eligible.

The grant consists of a total, with no less than 50% required to go directly to students. The other portion is for the school to use to pay expenses that are a direct result of the changes made in the delivery of instruction during the pandemic, or at the schools discretion, to also disburse to the needs of the students. Neosho Beauty College has chosen to use the schools portion to add to the amount of the student portion, and therefore 100% of the schools total allocation will be disbursed to the students.

It is the intent of Neosho Beauty College to allow each eligible student to answer the question of a changing family financial situation due to coronavirus which will make that student eligible to receive funds.

The definition on an eligible student is:  A student that was enrolled and attending classes on 3/20/2020, even if on an approved leave-of-absence at the time. That student must be eligible or could be eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 as amended (HEA). A student that had already filed a Free Application for Federal Student Aid (FAFSA) and demonstrated eligibility to participate in programs under Section 484 of the HEA, is therefore eligible for the emergency grant.. Students enrolled on 3/20/2020 that had not filed a FAFSA, must file a FAFSA to determine if they are eligible to participate in Title IV programs to be eligible for the emergency grant.

Definitions of a NON-eligible student: (As of the date eligible student roster is submitted)….A student that has not filed a FAFSA to determine eligibility to participate in Title IV funding programs. A student whose Title IV funding eligibility that has been suspended as a result of not meeting Satisfactory Academic Progress standards set by the school. A student who is not or was not enrolled in a Title IV funding eligible program. A student that has graduated, been terminated, or has withdrawn. A student that does not possess a high school diploma or GED is not eligible to participate in Title IV and therefore is not eligible.

Once all Certification Forms are returned, we will calculate how many students indicate need and divide that number by the total amount of funds that are to be distributed to students and disburse an equal amount to each student.

Neosho Beauty College feels this is the best way to distribute these funds and the most effective way to make sure that those that need the help get it.  We will not discriminate in the disbursement of funds.

We will ask all students for a current address so the checks can be mailed to students if requested.

ATTACHMENT B

 The U.S. Department of Education was awarded an emergency grant to assist students who were attending schools of higher education during the COVID-19 emergency school closing and lockdown with social distancing requirements in March 2020.

 The CARES Act Higher Education Emergency Relief Fund (HEERF) Grant will be awarded to each approved higher education school. The school has to determine based on guidelines, how it will disburse the emergency funds to eligible students.

 Prior to making any payments to students, students must sign that they have been affected by COVID-19, and will use the funds for one or more of the expenses listed on the COVID-19 Student Certification document:  “food, housing, course materials, technology, health care, and child-care expenses”. 

 The school will allocate HEERF grant funds to students equally, based on the total number of eligible enrolled students (see definition on student certification) who were attending classes on 03/20/2020 when the school temporarily closed due to COVID-19 lockdown and who wish to participate in the grant funding opportunity. We will divide the number of eligible attending students into the total emergency fund grant amount and allocate funds equally to each student.  This is grant money and will not have to be repaid, and it is not considered as financial aid in regards to financial aid history.

 To be eligible, you must complete and return the Covid-19 Student Certification on page 2.  When the funds are received by the school, they will be disbursed to eligible students by school check.

Emergency Financial Aid Grants to Students

Dear student,

Section 18004(c) of the CARES Act provides emergency financial aid grants to students for expenses related to the disruption of campus operations due to Coronavirus  (COVID-19) (including eligible expenses under a student’s cost of attendance such as food, housing, course materials, technology, health care, and child care) as stipulated in the CARES HEERF Policy set forth by the US Department of Education.

The grant is only available to eligible students whose financial situation has been disrupted by the impact of COVID-19 and certify so by completing and signing this form.

The definition on an eligible student is:  A student that was enrolled and attending classes on 3/20/2020, even if on an approved leave-of-absence at the time. That student must be eligible or could be eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 as amended (HEA). The methodology to allocate the individual amount per student is at the discretion of the school.

Neosho Beauty College will be distributing an equal amount to each eligible student that was enrolled that certifies that they have been affected in any of the above areas. The funds will be distributed to eligible students without regard to attendance status or percentage.
